The issuance of the administrative measures for the classification and supervision of the cultural and tourism industry’s credit classification will help standardize the cultural and tourism market.
With the rapid development of the cultural and tourism industry, how to promote the construction of Beijing's cultural and tourism industry credit system and establish a sound credit classification and classification supervision mechanism has also become a topic of increasing concern in the industry. On November 24, a reporter from Beijing Commercial Daily learned from the website of the Beijing Municipal Bureau of Culture and Tourism that the bureau issued opinions on the solicitation of the "Beijing Municipal Cultural and Tourism Industry Credit Classification and Classification Supervision and Administration Measures (Trial)" (hereinafter referred to as the "Trial Measures". ), which not only clarified the scope of credit classification and classification supervision for the cultural travel industry, but also issued a credit evaluation system.
The Trial Measures pointed out that the administrative measures are applicable to the credit evaluation, credit supervision and other related activities of market entities in the cultural and tourism industry and their practitioners in the administrative area of Beijing. At the same time, the Beijing Municipal Bureau of Culture and Tourism will also build a credit supervision platform for the Beijing culture and tourism industry, regularly release or update the city's cultural and tourism industry entities related public credit information, and share it with the Beijing public credit information platform.
It is understood that in the trial measures, Beijing’s cultural and tourism industry credit evaluation will be classified and compiled from the four dimensions of basic credit, government affairs credit, third-party credit, and industry sector credit. Evaluation standards for market entities and practitioners in the cultural and tourism industry will be compiled. Determine evaluation methods and implement credit evaluation. Implement dynamic management of credit evaluation indicators and weights.
Ultimately, for market entities and practitioners with better credit and lower risks, the inspection rate and frequency should be reasonably reduced to reduce the impact on normal production and operation, and for market entities and practitioners with higher risks and illegal, untrustworthy, inspections should be appropriately increased. Proportion and frequency, strict management and punishment are implemented in accordance with laws and regulations, in order to establish and improve a credit classification and classification supervision mechanism, and standardize market order.
In July 2019, the General Office of the State Council issued the "Guiding Opinions on Accelerating the Construction of a Social Credit System and Building a New Credit-based Supervisory Mechanism." Later, Lian Weiliang, deputy director of the National Development and Reform Commission, stated at the State Council’s regular policy briefing that the credit-based new regulatory mechanism has seven key contents, namely: throughout the entire life cycle of supervision before, during and after the event, and emphasizes classification Classified supervision, full sharing of information and full disclosure in accordance with laws and regulations, featuring "Internet +", can greatly increase the cost of untrustworthiness, and pay more attention to the protection of the rights and interests of market entities. It is a legal, standardized, and standardized supervision mechanism. Classified supervision is the most prominent feature of credit supervision. At the same time, in the report on the construction of the Beijing Municipal Government on the Rule of Law in 2019, it was also proposed that Beijing has strengthened the construction of its social credit system and has carried out credit classification and classification supervision in 43 areas including tourism.
According to industry insiders, there are currently many joint disciplinary measures for dishonest persons, and joint incentives for trustworthiness are actively exploring and accelerating the enrichment. The release of the administrative measures for the classification and classification of the cultural and tourism industry will help regulate the order of the cultural and tourism market.
