In tourism, China will implement the Hainan National Sports Tourism Demonstration Zone Development Plan, and make every effort to promote the deeply integrated development of sports and tourism, according to the white paper. At present, there are 6 5A-level scenic spots, 23 4A-level scenic spots and 26 3A-level scenic spots in the province, including 1 national tourist resort and 3 provincial tourist resort. Mutual recognition of yacht certificates has been promoted, yachts are allowed to engage in leasing business, customs clearance facilitation for yachts, differential guarantee for yacht leasing and other policies have been implemented, and the consumption of yacht tourism in the province continues to increase. The Ministry of Transport delegated to Hainan the market access permission for cruise companies operating Chinese-funded Flag of Convenience cruise business and cruise ships, as well as the permission for foreign cruise ships only involving the Hainan Free Trade Port to connect with multiple destinations. We will launch a trial of Chinese-funded Flag of Convenience cruise routes, and allow international cruise shipping companies to develop and expand cruise products.
Under the influence of the epidemic in 2020, Hainan will receive a total of 64.5509 million tourists, and achieve a total tourism revenue of 87.286 billion yuan. The added value of tourism accounts for 7.3% of GDP, and the comprehensive contribution rate of tourism to the province's GDP is 25.1%, making it one of the regions with the best tourism recovery in China. In the first quarter of 2021, the tourism industry recovered further. The number of domestic and foreign tourists in the province reached 22.913 million, an increase of 168.1%, and an increase of 2.2% compared with that in 2019. The total tourism revenue reached 41.265 billion yuan, up 293.5%, up 42.2% compared with the same period in 2019. At present, the number of duty-free shops on the outlying islands has increased to 9, and the number of operating entities has increased to 5. The zero-tariff policy for some imported goods was successively introduced and implemented.
